Wrong bumper for cover?

So I got this from a member on here and it's supposed to be the cover for the rear tow hook cover. I have a 97 Jetta GL with the factory rear bumper cover. How is this supposed to mount up?

It looks like its the right part, number 2.
Here is what I'm working with.
97 Jetta GL, OBDI VR swapped, 262 cams, GIAC chip, turn 2 style CAI, Magnaflow catback, 2.9 clone manifold, eurospec flywheel, B&G RS2 coilovers, MKIV front and rear seats

The piece in your hand is for golf rear bumper. The one you would want is available on the early jetta's (93/94) to cover the tow-hook.

Seems were a minority. Every time I see that I feel a mid-life crisis coming on again.
If you do find a tow hook cover I'd love to see a picture of if installed

Just popped up in the rare parts thread. Apparently these are NLA.
Weird how they didn't design it like the golf which actually covered the entire area...that's one thing that always bugged me about the jetta.
