Wrong bumper for cover?

So I got this from a member on here and it's supposed to be the cover for the rear tow hook cover. I have a 97 Jetta GL with the factory rear bumper cover. How is this supposed to mount up?

The piece in your hand is for golf rear bumper. The one you would want is available on the early jetta's (93/94) to cover the tow-hook.

Just popped up in the rare parts thread. Apparently these are NLA.
Weird how they didn't design it like the golf which actually covered the entire area...that's one thing that always bugged me about the jetta.
